Not always, there are full-hose fishnets as well.

You do realize that legwear covering from the toes to the waist are called pantyhose and not stockings which only cover from the toe up to the thigh. I cannot tell you how many people and websites get that simple detail so completely wrong.

Yeah, fishnet stockings and fishnet pantyhose are not the same thing.
